The quality of the existing pavement has a major influence on the subsequent longevity of the thin lift asphalt overlay. Pavements with surface cracking and/or rutting due to an unstable surface mixture should probably be milled. Plan to mill at least 1/2" below the deepest area of distress, avoiding close contact with the lift interfaces.
