The only reason I can think it's so expensive might be because you took the whole bike in and they have to remove them. A bit of advice though, while you are in there, I'd recommend replacing the progressively would springs for a set matched to your weight. Racetech sells them for about $150 shipped.

Also depends on what the quote is to repair. Some suggest that doing the bushes is a good idea at the same time. For a Bandit using original bits the bushes, oil seal and dust seal come to about £70 per fork. Last fork seal we did on the ZZR was a pig to get out. Landed up needed a lot of heat and violence to get it to move. All the best Keith
ok.. the seal is way at the bottom of the fork. its the little round thing with the spring in the middle. the dust cover is the seal that keeps is from getting chewed up from road crap. the seal is a type of whats called a "mechanical seal", just fyi.

Use the OEM seals from the later model VTX's. Honda has upgraded the dust seal. Change the bushings if you see any scuffing through the copper on the ones you have now. One of the causes of fork seals leaking are worn bushings. Look closely at your inner (lower) hard chromed tube for any damage too.
Once it's clean, push the dust seal firmly back in place using your fingers. Tip: If mud is allowed to dry up on the fork tubes make sure you remove it before riding again as the crusty stuff will only wear away the seals. That is all you need to do to clean 'em each time. But if you've just spotted a leak you can try this method before taking it to the shop.
My 03 YZ125 has a blown fork seal, and being as I've never tried to fix one before I'm kind of thinking about just taking the fork in to the repair shop. I just called the shop up the street from me and they said that they would do one fork for $100 and two forks for $150.

If you want the forks a little firmer you can use up to 15wt fork oil, ATF is 7WT oil. Get a measuring cup at walmart or get a baby bottle. The seal kit contains everything you need for a normal seal change.

If you spank the fat chick once in a while you may also consider installing a little stiffer spring while she is apart. Takes a couple special tools but not difficult to do. Your OEM springs are 8.5 which is pretty soft.
