You pour about a cup of water over the wheel and it runs down to the moat underneath. Wheel speed is just enough so that the wheel pulls up and maintains a layer of water on the surface as it runs.

I inherited a slow speed wet grinder that I haven't played with yet. It's got a 220 grit grinding wheel with a water tray under it, I think it runs at 120 rpm. Would that help to control overheating? I sharpen all my bench chisels and plane irons on wet/dry sandpaper & plate glass, so honing on a grinder is an area I don't know a lot about.

We tested 11 slow- and variable-speed models and found these three offer good value for the daily grind.

The Tormek and Jet wet grinders are slow speed with no vibration and pretty quiet. They would be fine in an apartment, if you have a couple cubic feet spare for storage. They can be a bit messy with some water splash or spillage but could easily be set up on a formica tabletop or a counter with a small tarp beneath. B.
